Staffing Plan

This section will provide you with an overview of the Staffing Plan.

You will need to specify the staff required to carry out all project activities and how they are supporting the project. You will also include who manages them, including 3rd parties, if applicable. This section of the application will demonstrate that the key staff and management have the expertise, knowledge, and credentials relative to assigned roles. Lastly, explain the recruitment process that will be used for positions that need to be filled.

  • Hello, and welcome to the 2025 A&A Pre-Application Training, Staffing Plan. The Staffing Plan can be found in the Organizational Capacity section of the NOFO and has two elements. Element 15 ask you to identify all staff supporting the project, how they support project activities, and who manages them. Element 16 ask you to explain the recruitment and hiring process for positions that still need to be filled. We recommend starting off by creating a temple, like you see on the screen here, where you identify all of the different project staff supporting the project. If that person is currently on board and you know who's going to be filling that position, you can include their name, list all the relevant qualifications for that position, what roles and responsibilities will they have with your project, who will manage that staff, and then provide which supporting documentation you're going to include in your application.
  • If the position's currently filled and you know who it is, you'll include their resume. And if it's a position that needs to be filled, you'll include either a job description or a job announcement in your application. Please do not simply attach job descriptions for your staffing plan. Provide this information so the reader understands those positions and the responsibilities they have. In the narrative for your staffing plan, one thing that you'll want to do is identify and describe a separation of duties. For instance, if you have a project director monitoring or reporting on the project, the AOR, or the Authorized Organizational Representative, has official signing responsibility outline the separation of those duties.
  • Again, if either is currently vacant, identify or speak to who will fill that role and the timeline for hiring that position. Part of addressing Element 16 is listing your recruitment plan. And so if you're trying to fill positions for your project, list what the plan is. How are you going to recruit for those positions? What's the hiring process within your organization? You'll want to provide that explanation here. And then also for these positions, discuss a management plan. Who's going to oversee who? What's the reporting structure? For partners and consultants, you'll also want to explain how these agreements will be managed in the section.
  • In this section. It's also a good idea to provide some form of hierarchy, and this can be done by providing an org chart for your organization, listing the positions and departments pertaining to this project. Try not to have this too large. I know some of the larger organizations can have a very large org chart, so try to keep it specific for your project.
  • In the example for the key staff and partnerships, this portion you can see here, they go into explanation about the position and talking about the specific staff that are either hired and their experience, or the recruitment and hiring process for those vacant positions. It's just a good idea to go into detail here so there's no question. For the related activity for the staffing plan, I'd like you to fill out the table that we discussed at the beginning of this video. Again, think about all the positions of staff supporting your project, identify who they are through their positions, list their qualifications, what role or responsibilities will they have with your project, and then identify which supporting document you'll include in your application, whether it's a job description, a resume, or job announcement.
